Athens uses Tax Allocation Districts (TADs) to identify areas where development is stagnant or not as active as in other parts of the county. In a TAD, every year for a predetermined number of years collected property taxes from that area above a set threshold are set aside for reinvestment into that area. Per Georgia law, this reinvestment may be used to provide public infrastructure improvements or site preparation to incentivize development or to reimburse developers who would otherwise not have been able to overcome the additional costs of a barrier to completing the project.
A Tax Allocation District (TAD) is a redevelopment tool that uses the increased property taxes generated by new development in a designated redevelopment area to finance costs related to development including, but not limited to, public infrastructure, demolition, utilities, and planning costs.
